EU to keep register of all those who refuse to have Covid-19 vaccination
28/12/2020
Health Minister, Salvador Illa, announced today that the names of everyone who chooses not to have the Covid-19 vaccine will be kept on a register and shared within the European Union.
In a question-and-answer session about Spain's vaccination programme, Illa stressed the importance of "as many people as possible" getting the vaccine. He appealed to people's sense of "solidarity" and citizenship to "avoid infecting others".
He explained that people would be called in turn to go and get vaccinated, and the names of those who choose not to have the vaccine will be entered into a register which will be shared with health authorities in the other EU member states.
Will it be made public?
No. Salvador Illa said that the register of those deciding not to have the vaccine would be totally confidential. "The names of those who reject the vaccination programme will be registered, but the register will not be a public document, and the data collected will be protected by current EU data protection laws", he confirmed.
He also mentioned that the exact vaccine dose administered to those receiving the vaccine would also be recorded, but did not specify whether or not any kind of EU-wide vaccination card would be introduced.
What happens if I decide not to be vaccinated?
As the Health Minister has reiterated on numerous occasions, vaccination against Covid-19 in Spain is voluntary, and although health professionals nationwide have appealed to the population to get vaccinated, it will not be compulsory to be vaccinated.
Can employers demand that I get vaccinated? Can I be sacked for not having the vaccine?
Vaccination against COVID-19 will be voluntary. Nevertheless, although there are no plans to sanction people for not having the vaccine, they may be excluded from certain venues (like football stadiums or concert halls) or activities for not being vaccinated. Some companies are looking into the possibility of releasing - or not hiring - people who refuse to be immunised.
Why are people's names put on a register?
The objective of the register is to "record the cases where vaccination is rejected, to find out the possible reasons for vaccination rejection in different groups of the population".
Where will the register be held?
The monitoring is part Spain's wider vaccination strategy. A signed refusal by the patient (or their tutor/representative) to have the vaccine will "form part of their medical records or vaccination card".
Apart from confirming that the data will be shared with health authorities in the other EU member states, the Health Minister did not go into details about how this register would be compiled.
